煤矿事故信息发布平台建设研究

Research on the Construction of Coal Mine Accident Information Release Platform

摘要:

为提高我国煤矿安全水平,提出了建设煤矿事故信息发布平台的构想。讨论了煤矿事故信息发布平台建设的必要性,认为煤矿事故信息发布平台应实现及时发布权威准确信息和收集并共享煤矿事故相关资料这两大主要功能。介绍了利用该平台进行信息发布的流程、信息发布权限的设置,以及信息的内容。讨论了平台建设的软硬件条件、资金来源及使用、专家团队建设等。认为平台的建设有助于实现煤矿事故信息权威、及时发布,相关责任人的责任认定、事故资料的长期共享,有助于提高我国煤矿安全水平。

Abstract:

In order to improve the level of safety in coal mine, the imagine of constructing the coal mine accident information release platform was purposed. The necessity of constructing the platform was discussed, and it was reckoned that the platform should realize the functions that releasing the accurate and authoritative accident information timely and collecting and sharing the materials about coal mine accidents. Also the authority management of the information releasing and the content of the accident information were introduced. Then this paper discussed the software and hardware, the source and usage of funds and the expert management, et al. It is hoped that the construction of coal mine accident information release platform is good for realizing releasing the accurate and authoritative accident information timely, confirming the liability of the suspect, and collecting and sharing the materials about coal mine accidents, which will gradually improve the level of safety in China’s coal mine.
